19c Database/Client installation on Windows hangs at 18% when instantiating p...

现象：
When installing Oracle 19.3.0 database/Client on Windows (x64), the installer hangs after 18% when instantiating '%ORACLE_HOME%\perl\bin\perlivp.bat'.

No error messages are seen. The Errors logs are all zero bytes.

The following is the last message in the out file.

原因：
Security software like "Acronis" is enabled and running on the server

处理方法：
1) Disable the security software temporarily on the server. (Example: Acronis in this case)

2) Perform the 19c installation
