原因：
Incorrect value in ORA_NLS10

e.g.
ORA_NLS10=/<ORACLE_HOME>/nls/data/9idata! <<<<< "!" Is Typo.

解决方法：
Fixed the variable of ORA_NLS10

or

Since ORA_NLS10 is not required for 19c DB creation, unset ORA_NLS10.
