windows上安装oracle11.2.0.4 2019 年1月psu,cpu更新数据库无法使用

大家注意，在windows 2008上打了oracle 11g 11.2.0.4  190115 psu补丁后，将导致数据库所有组件无法使用，包含监听，数据库服务无法启动，解决办法，可以是卸载这个补丁，或者 安装

Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package MFC Security Update。

官方具体信息：

Observed on an environment running Oracle Databases on Microsoft Windows server.

After installing the Oracle Database 11.2.0.4 (22694544 ) CPU update for January 2019, on a Simphony database server, an issue was observed with the Simphony database instance no longer starting (OracleServiceSIMPHONY).

An error message is generated:

“Error 1053: the service did not respond to the start or control request in a timely fashion.”

Additionally the Windows Application log shows the following error:

Activation context generation failed for "c:\app\administrator\product\11.2.0\dbhome_1\bin\oraclient11.dll".

Dependent Assembly Microsoft.VC80.CRT,processorArchitecture="amd64",publicKeyToken="1fc8b3b9a1e18e3b",type="win32",version="8.0.50727.6195"could not be found. Please use sxstrace.exe for detailed diagnosis.

This issue can be solved by removing any older 32 bit versions, and installing (both) the latest 32 and 64 bit versions of the:

Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package MFC Security Update.

Microsoft Visual C++ 2005 Service Pack 1 Redistributable Package MFC 安全更新
打了这个补丁后，问题解决。

打这个补丁，可以把前面版本卸载。

问题又来了，windows上打了这个bp,cdc 创建 变更集 也出现问题：
