Symptoms
2017-11-01 19:51:59: Executing cmd: /local/grid/product/11.2.0.4/A01RACgrid/bin/srvctl start vip -i db-test-6030
2017-11-01 19:52:01: Command output:
> PRCR-1079 : Failed to start resource ora.db-dwgrid6-6030.vip
> CRS-2527: Unable to start 'ora.db-test-6030.vip' because it has a 'hard' dependency on 'ora.net1.network'
> CRS-2501: Resource 'ora.net1.network' is disabled
>End Command output


Cause
Running "srvctl status nodeapps" command o/p will show that the Network is disabled and is not running on that node.
Network is not running on node: db-test-6030
ora.net1.network OFFLINE OFFLINE db-test-6030
Solution
1. Enable ora.net1.network resource as root user.
#srvctl enable nodeapps
2. Start nodeapps as root user.
#srvctl start nodeapps -n <node_name>
