ORA-12705 Cannot Connect To The Database Using OCCI on Windows

现象：
Error: ORA-12705: invalid or unknown NLS parameter value
when trying to execute the occidml example which is found on otn.

改动：
The error only occured when oracore9.dll was placed into the same directory as the application.

原因：
The oracore9.dll should not be placed into the same directory as the application. The compiler should be configured correctly to load the dll's up in the proper order.

处理方法：
Remove the oracore9.dll from the application directory.
