ORA-13718: TuningPackage License or Real Application Testing Option is needed
for using this feature.
Cause: The specified package license and option were notinstalled.
Action: Considerpurchasing and installing either the missing package licence or
option. If the tuning package license was purchased, then check the value of
system parameter CONTROL_MANAGEMENT_PACK_ACCESS.
