ORA-38853: cannot mark instance string(redothread string) as disabled

Cause: The standby switchover orfailover operation failed because it needs to

mark an instance (redo thread) as disabled. That instancewas up, which

prevented it from being disabled.

Action: Shut down the specifiedinstance and retry this command.
