ORA-16279: supplied dblink does not have sufficient privileges
Cause: A dblink wasspecified that lacked one or more of the CONNECT,
RESOURCE, or SELECT_CATALOG_ROLE roles or that connects to a user with
insufficient privileges to lock the table.
Action: Grant the necessaryprivileges to the dblink and the user to which the
dblink connects and retry the operation.
