ORA-13476: invalid orout of scope point specification
Cause: The point position specified by the point geometryparameter or the
rowNumber/colNumber parameter combination was null or out of scope.
Action: Ensurethat the parameters specify a valid point that translates or can be
translated into a cell position inside the cell space of the GeoRaster object.
