ORA-26845: Found "string" active split rows with the same cloned string Capture
"string" in DBA_STREAMS_SPLIT_MERGE
Cause: InDBA_STREAMS_SPLIT_MERGE, for active split rows, the column
CLONED_CAPTURE_NAME should be unique. However, multiple rows were
found whose ACTION_TYPE column is 'SPLIT', ACTIVE column is 'ACTIVE' and
have the same CLONED_CAPTURE_NAME.
Action: Check trace to seehow the rows were inserted and call DBMS_
STREAMS_ADM.RECOVER_OPERATION() for error recovery.
