ORA-23630: Cannot switch to apply-state checkpoint

ORA-23630: Cannot switch to apply-state checkpoint mode (value "string", string
parameter string), due to thefollowing reason:
Cause: Could not switch toapply-state checkpoint mode, or already in
apply-state checkpoint mode.
Action: Can switch toapply-state checkpoint mode only if the capture is new (it
never ran), the capture wasn't cloned from a capture with checkpoints, thecapture
doesn't include any extra attributes, and combined capture and apply isenabled.
