现象：
Creating a pluggable database using Database Configuration Assistant(DBCA) is failing with an ORA-1537 error when using a template

原因：
This has been identified as being due to Bug 31145525 - DBCA FAILED TO CREATE DB USING DB TEMPLATE WITH ERROR ORA-01537.

处理方法：
Apply patch for bug 31145525 as there is no workaround.

You can also apply 19.13.0.0.211019DBRU and later to fix this issue as per "Bug 32901221 - CONTENT INCLUSION OF 31145525 IN DATABASE RU 19.13.0.0.0".
