ORA-31132: Cannot validate handler "string"."string"
Cause: Attempted to invokean invalid event handler. This can be a result of one
of the following reasons: 1) The handler did not exist. 2) The handler couldnot be
compiled successfully.
Action: Verify that the namedhandler does exist, then recompile and fix all
compilation errors that may subsequently arise.
