ORA-19528: redo logs being cleared may need access to files

1) shutdown the database cleanly

2) startup mount and backup control file to trace.

3) edit the control file to remove the problematic file.

4) shutdown the database and take a copy of the current control file.

5) recreate the control file

6) startup mount.

7) check to see if the file is removed and you can drop the redo logs.

8) alter database open.
