expected to be in the RESTRICTED SESSION mode. Action: Startall instances using STARTUP RESTRICT or execute ALTER SYSTEM
ENABLE RESTRICTED SESSION on all active instances before issuing DBMS_
WORKLOAD_CAPTURE.START_CAPTURE.
