ORA-13716: DiagnosticPackage License is needed for using this feature.
Cause: The specified value for system parameterCONTROL_MANAGEMENT_
PACK_ACCESS indicated that the Diagnostic Package was disabled.
Action: Modifythe parameter value if the Diagnostic Package License was
purchased.
