现象：
When installing Oracle 19.3.0 database/Client on Windows (x64), the installer hangs after 18% when instantiating '%ORACLE_HOME%\perl\bin\perlivp.bat'.

No error messages are seen. The Errors logs are all zero bytes.

The following is the last message in the out file.

INFO: [Feb 12, 2024 8:39:05 AM] instantiating '%ORACLE_HOME%\perl\bin\perlivp.bat'.
INFO: [Feb 12, 2024 8:39:05 AM] instantiating '%ORACLE_HOME%\perl\bin\perlivp.bat'.

原因：
Security software like "Acronis" is enabled and running on the server

处理方法：
1) Disable the security software temporarily on the server. (Example: Acronis in this case)

2) Perform the 19c installation
