解决办法 ：
使用对应的ORACLE_HOME/OPatch/opatchauto 即可
[root@sy-momdbase-113 bin]# /u01/app/oracle/product/19.3.0/db_1/OPatch/opatchauto apply /u01/setup/patch/30899722 -oh /u01/app/oracle/product/19.3.0/db_1/ -nonrolling
