ORA-10997: another startup/shutdown operation of this instance inprogress
ORA-09967: unable to create or open lock file
Linux Error: 13: Permission denied
网上有人说是数据库没成功关闭，使用startup force可以解决，可是我试了之后还是报一样的错
服务也重启了很多次了，问题依然存在
使用shutdown immediate报如下的错：
ORA-01034: ORACLE not available
ORA-27101: shared memory realm does not exist
