ORA-41722: insufficient privileges fordatabase change notification

Cause: An attempt was made to useCNFEVENTS property with insufficient

privileges.

Action: Grant CHANGE NOTIFICATIONprivilege and EXECUTE privilege on

DBMS_CHANGE_NOTIFICATION to the user and try again.
