ORA-44421: cannot DISALLOW NONSCHEMA withouta SCHEMA clause

Cause: If no SCHEMA clause (explicitschema or ANYSCHEMA) was specified,

nonschema data cannot be disallowed.

Action: Remove DISALLOW NONSCHEMA oradd some SCHEMA clause.
