ORA-31127: RCList cannot contain noncommitted resource configuration
Cause: A commit was notexecuted after adding a resource configuration to an
RCList by calling DBMS_RESCONFIG.ADDRESCONFIG()
Action: Make sure a commit isexecuted after calling DBMS_
RESCONFIG.ADDRESCONFIG()
