ORA-54641: PARTITION_TABLE utility: scratchtables exist with oidstr = string

Cause: Scratch tables/views could notbe created because they already existed.

Action: Use SDO_UTIL.DROP_WORK_TABLESwith the specified oidstr

parameter to clean up the scratch tables.
