ORA-54655: CREATE_TIN: scratch tables/views(string) existand need to be dropped

Cause: Transient tables from previousCREATE_TIN operation still existed.

Action: Delete the invalid TIN fromthe base table (for cleanup of scratch tables),

and initialize and create the TIN again. Alternately, useSDO_UTIL.DROP_

WORK_TABLES with oidstring as its parameter.
