标题: ORA-32823: subscriber exists for queue string and destination string

Cause: An attempt was made to createa propagation subscriber when one

already exists for the specified queue and destinationpair.

Action: Specify a different queue anddestination pair, or remove the subscriber

using that pair and retry the operation.
