ORA-32413: allow concurrent refresh ofmaterialized view and truncate

Cause: This event is set to allowconcurrent refresh of materialized view and

truncate of base table; it prevents a deadlock situation.(bug 6710019)

Action: Set this event to allowconcurrent refresh of materialized view and

truncate of the base table.
